One of the most common complaints among vacation ownership members is the steady annual increase in maintenance fees. Understanding why fees increase — and at what rate — helps you evaluate the long-term cost of your ownership honestly.
Structural causes of fee increases
Resort operating costs rise with inflation. Staff wages, utilities, insurance premiums, and maintenance contractor rates all increase over time. Because vacation ownership clubs operate fixed facilities with a relatively stable owner base, these cost increases are passed directly to owners through the annual fee.
Management company fees
Most vacation ownership resorts are managed by a separate management company under a contract with the resort or owner association. Management fees typically increase over the contract term and are passed through to owners as part of the maintenance fee. Management contracts are often not subject to competitive retendering.
Capital refurbishment reserve
A portion of the annual fee is allocated to a capital refurbishment reserve for future major work. As resorts age, the amount required for refurbishment increases — funding updates to technology, furniture, fixtures, and equipment. Insufficient reserve accumulation in earlier years creates pressure for larger future assessments or fee increases.

Annual fee increases across the APAC vacation ownership sector have typically ranged from 3% to 8% per year, though some resorts have experienced higher increases. A fee that is US$2,000 today becomes US$2,900 to US$3,500 in ten years at 4% to 6% annual growth. These projections are worth calculating before purchasing.
What owners can do
Owners in deeded programmes with formal owner associations have more standing to challenge fee increases or management decisions than club members with contractual right-to-use arrangements. Review your club agreement to understand your governance rights and whether an owner association can influence the management company's fees.
